The Innovator's Counselling and Advisory Service for Scotland (ICASS) was founded in 1999 to facilitate the commercialisation of innovative ideas or inventions originating in Scotland. Funded by the Scottish Government, Enabling Technologies, Innovation and Industries Division ICASS operates throughout Scotland, working as part of the Enterprise Network.

ICASS is funded by the Scottish Government, to provide a free, impartial and confidential service to individual innovators, inventors and businesses on the protection, development and commercial exploitation of innovative ideas and inventions, originating in Scotland. It is an advisory service and does not have funds to distribute to assist with costs of things such as patenting or prototyping.
